King County Democrats 2019 Bylaws Reform Transition Plan

This transition plan was adopted by the KCDCC on February 23, 2019 and covers the period from February 23, 2019 until the next King County Democrats bi-annual reorganization meeting in December 2020.

Article 1 & 2 Name and Purpose

This language shall be considered to be in force immediately.

Article 3 Membership

This language shall be considered to be in force immediately.

Article 4. PCOs

This language shall be considered to be in force immediately.

Article 5. Officers

This language shall be considered to be in force immediately, with the exceptions noted below:

Section 5.1

The second vice chair elected at reorganization in December 2018 shall become the Vice Chair for Communications;
the third vice chair elected at reorganization in December 2018 shall become the Vice Chair for Outreach;
the fourth vice chair elected at reorganization December 2018 shall become the Vice Chair for Fundraising.

Article 6 PCO Meetings

This language shall be considered to be in force immediately.

Article 7 Executive Board

This language shall be considered to be in force immediately, with the following exception:

LDs with fewer than 80% of their precincts in King County may continue to send both elected KCDCC representatives to the Executive Board.

If one of their representatives resigns prior to the next reorganization meeting, they will not be replaced, but will continue with one representative, as outlined in the amended bylaws. At the LDs next reorganization meeting they shall elect representatives in accordance with the amended by laws.

If there is an LD in which the two KCDCC reps are not of different genders, that LD shall determine the appropriate process through which they will select two KCDCC representatives that conform with the rules in the new bylaws.

Article 8 Committees

This language shall be considered to be in force immediately.

Section 8.3.5 Questionnaire of the Endorsement Committee

The Endorsement committee shall have until March 19, 2019 to submit the endorsement questionnaire to the Executive Board.

Article 9 Budget and Expenditures

This language shall be considered to be in force immediately, with the exceptions noted below.

Section 9.2 Budget Proposal

The budget and finance committee shall have until April 9, 2019 to submit the budget proposal to the executive board for fiscal year 2019-2020. An interim budget will be adopted by the Budget and Finance committee, limited only to those expenditures necessary to maintain the organization, until the final budget is adopted.

Article 10 Legislative District Organizations

This language shall be considered to be in force immediately.

Article 11 Miscellaneous Provisions

This language shall be considered to be in force immediately.
